Service delivery to children is facilitated through a multi-chapter task force that coordinates communications with government and private agencies.
Often, children that most need services are from families that are not established in the community and who frequently move their residences. This can cause a loss of services to the child and redundant service delivery from providers. Lack of paperwork showing what has been done will often mean that the child will start at the beginning at a new location.
Limited resources and competition for funds between providers can result in the children's needs not being met.
